Former President Donald Trump took no-nonsense action as crime spiked in Washington, D.C. He did announce a federal takeover of the Metropolitan Police Department and pledged 800 National Guard troops to the city. This decision is intended to do just that – provide a response to public safety concerns that Trump referred to as an urgent humanitarian crisis. He reinforced the importance of these actions. Their goal, as he put it, is to “rescue” the nation’s capital from what he claimed is a wave of rising criminal activity.

The D.C. federal government will seize administrative control of the D.C. police department. One step bolder, doing so would be permissible under the District’s Home Rule Act, passed in 1973. This act allows the president to take control of local law enforcement under “special conditions of an emergency nature.” In many ways, Trump was right that the current environment in Washington requires a federal hammer to crack down. He called out increasing violence as a troubling development.

The day after, Trump announced that his administration planned to maintain federal control over the D.C. police beyond the first 48 hours. They have authority to extend this period up to 30 days, as long as Congress is given advance notice. He articulated a strong stance on law enforcement, asserting that “I’m deploying the National Guard to help reestablish law, order and public safety in Washington, DC, and they’re going to be allowed to do their job properly.”

The president’s announcement comes on the heels of a hotly contested debate over the city’s law enforcement effectiveness. The Department of Justice estimates a 35 percent reduction in violent crime between 2023 and 2024. Trump argues that despite progress on the ground, the current state of affairs still calls for immediate intervention. He remarked, “If DC doesn’t get its act together, and quickly, we will have no choice but to take Federal control of the City, and run this City how it should be run.”

National and local leaders have raised some large practical concerns about efficacy of using National Guard for local law enforcement purposes. D.C. Mayor Muriel Bowser voiced skepticism that federal involvement would be helpful. She continued noting that in order to see real change, the answer is more money for prosecution, not calling in military troops.

Numerous reports have recently highlighted troubling inconsistencies in how these crime numbers are reported. This creates a serious confidence gap around the truth of all those announcements about declining crime rates. Homicides fell by 12 percent, as did assaults with dangerous weapons by 20 percent. Now, some officials are probing whether these figures were inflated to give a rosier picture of safety in the city.

Trump’s actions mirror his previous threats made during nationwide protests over racial injustice in 2020, when he indicated a willingness to intervene in D.C. affairs if necessary. His recent comments echo a sustained attitude to make public safety a key issue mark of his gubernatorial reining.
