Japan and Philippines Forge New Defense Pact Amid Rising Regional Tensions

Following historic national elections, Japan and the Philippines have deepened their alignment on the shared defense of their nations. Just last month, the two nations signed a new pact enhancing their military cooperation in response to increasing aggression from China. The RAA, a landmark military agreement allowing reciprocal access between Japan and Australia, came into effect in September. It enables both countries to deliver tax-exempt ammunition, fuel, food and other supplies to one another during joint training operations.

On April 7, 2022, the Acquisition and Cross-servicing Agreement was formally signed in Manila. Japanese Foreign Minister Toshimitsu Motegi and Philippine Foreign Secretary Theresa Lazaro in all white male delegation proudly representing their respective nations during the changing ceremony. This deal represents a big step in the bilateral relationship between Japan and the Philippines. This measure is seen as being narrowly focused on improving homeland defense and national security.

The agreement comes at a pivotal time. Both countries are interested in boosting their deterrence efforts in the face of China’s more aggressive recent steps in regional waters. Tensions have recently erupted in the South China Sea.
