On Thursday morning, the state government of Rio de Janeiro began one of its largest operations. More than 2,500 military and civilian police personnel supported this large-scale effort, which was planned for a period of more than one year. The action occurred primarily in the Penha Complex, a region infamous for the extreme levels of gang violence.
The objective of this operation was clear: to combat the growing influence of the Comando Vermelho, which has increasingly engaged in violent activities, including the use of drones to attack police forces. Throughout the operation, law enforcement encountered dogged opposition from criminals, who even used drones to attack officers. In a promotional video released by the government of the state of Rio de Janeiro, a drone fires a projectile from the air. As a result of the operation, at least 81 people were arrested, and law enforcement seized over 42 rifles. Tragically, the standoff ended with the deaths of at least 64 individuals, including four officers from the police. This serious toll serves as a reminder of the dark and precarious realities that security actors face while undertaking these activities.
People living in the targeted neighborhoods were ordered by state agents to stay inside as the operation played out. Governor Cláudio Castro emphasized the severity of the situation, stating, “It is no longer common crime, it is narco-terrorism.” This comment highlights increasing violence related to drug trafficking in the area. It demonstrates the government’s commitment to taking on the issue directly.
In addressing the challenges faced by law enforcement, Castro remarked, “This is the magnitude of the challenge we face.” The governor’s statements demonstrate a growing awareness that organized crime’s victory march across Rio de Janeiro is far from over.
