This revelation comes amidst ongoing efforts by President Volodymyr Zelensky to combat corruption within the nation, particularly as it strives for European Union membership. So far, the investigation has already arrested four others whom officials say participated in the conspiracy.

In a statement posted on Telegram, President Zelensky stressed the need to remain vigilant against corruption, urging ever more principled behavior. He noted that criminals in the program earned bribes up to 30% of a project’s value. This shocking admission emphasizes how dire the situation is. Ukraine’s National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) played crucial roles in uncovering this corruption.

The investigation’s timing is particularly significant, as Ukraine’s parliament recently restored the independence of NABU and SAPO. This legislative action came after a period of concern over the erosion of these agencies’ powers, which had sparked the largest demonstrations in Ukraine since Russia’s invasion in 2022. Top European officials had warned President Zelensky that curbing the powers of anti-graft authorities could jeopardize Ukraine’s bid for EU membership.

Immediately following the arrests, Zelensky held a private meeting with the leaders of both NABU and SAPO. In doing so, he reaffirmed his administration’s commitment to transparency and accountability in all government dealings.

Beyond the political will to fight, Zelensky underscored the need for independent anti-corruption institutions to truly tackle graft.
