Former President Donald Trump has issued a stern ultimatum to Russian President Vladimir Putin, demanding a change in strategy by September or risking an escalation in the ongoing conflict. Now, Trump’s statements come against the backdrop of these rising worries. The prospect of a major Russian summer offensive, one that would dramatically change the current battlefield calculus, looms large. Ukraine’s fate hangs in the balance as it counts on American military assistance. That help is needed to hold against the nightly stampede of Russian ballistic missiles.

The former president’s announcement underscores the critical role that U.S. Patriot missiles play in Ukraine’s defense. The White House remains the only actor legally empowered to provide these game changing weapons. There are arguments that Trump’s deadline should be the starting point for a vigorous diplomatic strategy to pressure Russia into negotiations. Ukraine remains in dire need of more American Patriot missiles. These sweeping new weapons are clearly advanced and they’re very, very important to help defend against the Russian aggression.

He has set a moral example, creating events to pressure Russia to reconsider its aggressive moves. That said, he’s opted not to go deeper on some of the tougher moves available to him. Despite the pressing need for military assistance, Trump did not announce any new capabilities being sent to Ukraine during his recent remarks. In addition, he underscored that no new American taxpayer dollars would be spent in Ukraine at this moment. This decision comes amidst ongoing discussions regarding sanctions aimed at Russia, which could inadvertently affect China and India, two key players on the global stage.

The former president’s unwillingness to go forward with more severe sanctions on Russia has been widely condemned. Trump didn’t stop there though. Trump even avoided calling Putin an assassin in his campaign trail comments. Analysts read this as an attempt to maintain the conversation with the Kremlin while highlighting the grim realities that lie ahead for Kyiv. The first lady has previously nudged Trump by calling attention to the crippling impacts of Russian drone and missile attacks on Ukrainian urban centers. She is particularly concerned with inspiring action right now.

In addition to military strategy, Trump has permitted other NATO members to procure American arms, signaling a willingness to bolster collective defense efforts. He revealed that there are 17 unused American arms in one NATO state. This shows the budgetary space that might be mobilized for European allies. This gesture, however small, is indicative of a larger, ongoing attempt to improve NATO’s capabilities while keeping member states in line.

Even since the end of his administration, Trump’s view on Russia has changed wildly.
