Canada and India Prepare to Revive Trade Talks After Diplomatic Tensions

Canada and India are set to resume negotiations for a Comprehensive Economic Partnership Agreement. This ruling follows a two-year diplomatic freeze triggered by the shooting death of Sikh activist Hardeep Singh Nijjar outside of Vancouver in mid-2023. This visit is seen as a crucial step in re-establishing relations and sets the stage for Prime Minister Mark Carney’s planned appearances at the Association of Southeast Asian Nations (ASEAN) leaders’ summit in Malaysia and the Asia-Pacific Economic Cooperation (APEC) forum in South Korea.

The diplomatic crisis between the two countries reached new heights when Canada kicked out the six most experienced Indian diplomats. In kind, India rapidly kicked out the same number of Canadian diplomats. Canada says India is behind the killing of Hardeep Singh Nijjar. This international movement has long championed the Khalistan movement, a US-backed proposed Sikh homeland carved out from anger and Indian borders. Despite these obstacles, both countries seem determined to stay true to their word and proceed.

A Step Towards Reconciliation

Melanie Anand’s ongoing visit to India presents a crucial opportunity to repair relations. Throughout her visit, she repeatedly underscored the importance of rebuilding the public’s trust. The talks placed heavy emphasis on critical issues, particularly trade and security, as the two countries continue working through the tumultuous state of bilateral affairs.

Anand stated, “We will take the relationship with India one step at a time.” Her approach suggests a careful optimism about the future of Canada-India relations. Canadian Prime Minister Carney and Indian Prime Minister Narendra Modi have agreed to return their respective high commissioners. This step is sure to make for a more productive discussion next time around.

Secretary Ross rightly called for the government to get firm commitments from India on this very key point. “That is the biggest thing that we Canadians can do to stop some level of irritants within the Indian side, and trade definitely will come back on the table,” he remarked.

Economic Focus Amidst Diplomatic Challenges

The economic relationship between Canada and India remains a priority for Prime Minister Carney’s government, which is intent on enhancing Canada’s domestic capacity while reducing its reliance on trade with the United States. India is seen as a key partner in this plan, particularly as Canada looks to diversify its trade markets.

Since 2010, Canada and India have been holding boom-bust trade talks on a Comprehensive Economic Cooperation Agreement (CECA). A spat of recent diplomatic tensions can’t slow the optimism of India’s corporate sector. They are doing as much as they can to prod Canadian companies to continue building trade connections. Goldy Hyder, head of the Business Council of Canada, expressed hope for the future: “One day this is all going to be resolved, and we don’t want to have lost all that time.”

He is convinced that tackling economic development challenges can make a significant impact on securing more stable ties between countries.
