A waste processing facility in Delta, B.C., operated by Basran Industries Ltd. and Basran Fuels Ltd., has been ordered to pay a fine of $110,000 after pleading guilty to two offences. The facility was prosecuted under the Municipal Solid Waste and Recyclable Material Regulatory Bylaw for operating without a necessary license. Metro Vancouver's diligent oversight led to this legal action after inspectors observed the facility accepting municipal waste in both October 2019 and October 2023.
Metro Vancouver, responsible for regulating standards in the region, had informed the facility numerous times about the requirement for a license to process municipal waste. Despite these reminders, the facility continued its operations without the proper authorization. This non-compliance led Metro Vancouver to take the matter to court, where the facility's actions were deemed a violation of local waste management regulations.
There are currently 39 licensed private waste processing facilities within the region, each playing a crucial role in achieving Metro Vancouver's waste reduction and recycling goals. These facilities operate under strict regulations that control air emissions, sewer discharges, and solid waste management. The unlicensed operations of the Delta facility contradicted these regional efforts and standards.
