Zelensky, recognizing the United States as Ukraine's largest military aid provider under outgoing President Joe Biden, seeks to maintain this critical backing amid the ongoing conflict with Russia. This diplomatic endeavor comes as Ukraine aims for a lucrative partnership with the U.S., potentially worth billions economically. Zelensky's strategy involves lauding Trump, whom he describes as a "great teacher," a strong leader capable of decisive action in the war.

Zelensky's calculated flattery towards Trump is part of an effort to appeal to the former president's self-assured nature and business acumen. On a previous call where Trump urged Ukraine to investigate Joe Biden and his son Hunter, Zelensky hailed him as a "great teacher." This approach underscores Ukraine's urgent need to align with Trump to secure a favorable outcome, given the substantial influence American support holds over the war's trajectory. In July 2024, Trump acknowledged that resolving the conflict in Ukraine would take longer than 24 hours, contradicting earlier claims. His repeated emphasis on ending Russia's war in Ukraine suggests potential negotiations may lie ahead. Recognizing Trump's focus on "peace through strength," Zelensky has described him as strong, a narrative aimed at appealing to Trump's strategic inclinations. Furthermore, Zelensky has invited Trump to meet "very quickly" after assuming office, reflecting Kyiv's understanding of the need to remain on Trump's side.

Ukraine's "Victory Plan," which includes a significant deal with the U.S. on minerals—an area where Ukraine is resource-rich—highlights Kyiv's attempt to appeal to Trump's business-focused mindset. This plan proposes profitable ventures between the two nations, emphasizing mutual benefits. Orysia Lutsevych explains:

“We’ve seen that in this ‘Victory Plan,’ that it includes critical minerals, it includes investments… [Ukraine is] basically trying to say that it can be profitable for America.”

“He can be decisive in this war. He can stop Putin.”

“I think he genuinely believes that Trump can make bold moves, and this is where this hope comes from, and not only in Zelensky’s mind but in Ukraine more broadly.”

Zelensky's strategy involves not only political maneuvering but also personal appeals. Describing Trump as a "much stronger candidate than Kamala Harris," he seeks to align with Trump's vision of strength and decisiveness in leadership. This aligns with his belief that Trump could play a pivotal role in ending the conflict.

While Ukraine explores these diplomatic avenues, it remains committed to its strategic goals. The country continues to seek profitable deals and partnerships with the U.S., recognizing the importance of securing American support for its long-term prosperity and security.
